PLANNING POLICY CONTEXT


The Site is located within the administrative boundary of Huntingdonshire District Council. The adopted Development Plan for the Site comprises Huntingdonshire’s Local Plan 2036 (adopted on 15th May 2019) and the Cambridgeshire and Peterborough Minerals and Waste Local Plan (adopted 28th July 2021). All planning applications must be determined in accordance with the adopted Development Plan, unless material considerations indicate otherwise.

The site is currently outside of the settlement boundary for Kimbolton. Huntingdon District Council’s adopted development plan is over five years old. It does not respond to the most recent evidence on housing need and as such, further land is required than that allocated in the Development Plan.

Kimbolton is identified in the current Local Plan as one of 7 Key Service Centres within the settlement hierarchy, which sit beneath the Spatial Planning Areas of Huntingdon, St Ives and St Neots. It is proposed that 25% of future growth be directed to Key Service Centres and Small Settlements in recognition of their sustainable positions within this rural authority.

The Site has been promoted to date for circa 100 – 200 new homes, set within an attractive parkland setting, with 0.7 ha of land set aside to deliver additional land for the adjoining primary school, Kimbolton Primary Academy.

Recently, it has been confirmed by Cambridgeshire County Council that given the size of the scheme, there are no capacity concerns that would require the need to include the land within the scheme and that the Local Education Authority (LEA) would not be in a position to take it on.
